摘要
进入新世纪,构建终身教育体系、建设学习型社会作为我国教育改革和发展的基本目标,从战略决策到实践行动,逐渐向着整体性和开放性、制度化和有序化的态势推进。全民学习、终身学习理念深入人心,学习型城市、学习型组织发展如火如荼,通过扎实推进城乡社区教育、企业职工继续教育、高校继续教育和开放大学建设,"人人皆学、时时能学、处处可学"这一人们向往的美好愿景,正一步一步地成为真切的现实图景。然而,从我国的教育发展国情来看,构建"体系完备的终身教育"不能脱离一定历史阶段中既有的教育体制机制、既定的教育体系和类型,以及各地不均衡的教育发展水平和状况。如何推进中国终身教育体系的整体构建,仍是一个需要不断深化思考、创新理论和实践的重大问题。近日,记者有幸邀请到华东师范大学教育学部教授、终身教育研究中心主任吴遵民先生,就这一问题进行了面对面访谈。吴遵民教授长期以来专注于教育政策与立法、教育基本理论、学习社会与社区教育、当代终身教育理论与实践等领域的研究,著有《实践终身教育论》《现代终身学习论》《现代国际终身教育论》《现代中国终身教育论》等30余本著作,并在国内外刊物上发表论文100余篇。2014年,其《中国终身教育体系为何难以构建》一文刊出后被《新华文摘》全文转载,引起广泛关注,对于我国终身教育理论研究和政策制定产生了较大的影响。
With the new era coming, as the fundamental objective of educational reform and development of our country, the con- struction of a lifelong education system and a learning society building is advancing toward integrality and openness, institutionali- zation and ordering from their strategic decision making to implementing. All-people learning and lifelong learning have gained great popularity, and learning-type cities, learning-type organizations are growing vigorously. The wishful images of rural commu- nity education, employees vocational reeducation, higher continuing education and Open University construction, "whoever has the fight and chance to study whenever and wherever" are becoming realities. However, in terms of the state of education devel- opment in our country, the construction of a complete system of lifelong education cannot be separated from the existing education mechanism, the established education system and types, as well as the imbalance of education development around the country. It is still a major issue how to promote the integrative construction of Chinese lifelong education system, which needs deep think- ing, theory innovation and practice. Recently, the reporter had the honor to have face-to-face interview with WU Zunmin, a pro- fessor of education department, East China Normal University, and director of life-long education research center.
