从高校干部人事档案审核工作看“三龄一历”的认定 被引量:8

摘要 干部人事档案是个人基本情况和成长经历的记录,是组织人事部门了解干部个人成长历程和有关情况的基本信息源,对客观准确的评价干部具有重要意义。但是实践中,干部人事档案存在重要信息记录前后不一致和人为涂改等现象,而其中尤以"三龄一历"问题最为突出,给干部人事档案的可信度造成了消极影响。干部人事档案审核工作可以在很大程度上清除干部人事档案工作中的痼疾,重塑干部人事档案的可信性,提高干部人事档案的真实性和完整性。文章对"三龄一历"的审核原则和认定方法等进行了详细探讨。 Cadre personnel dossier is not only the record of personal information and growth experience but also the basic information source of growth experience and relating situation for Personnel and Organization Depart- ment. Therefore, it is of great significance for objective and accurate cadre assessment. However, phenomena as inconsistent information and artificial alteration of cadre personnel dossier still exist in practice, especially the problem of “three ages and one degree”, which have exerted ill influence over the reliability of cadre personnel dossier. Thus, cadre personnel dossier inspection could erase the obstinate illness to a great extent, rebuild the reliability of cadre personnel dossier and improve its authenticity and completeness. Inspection principles and i- dentification methods are thoroughly discussed in this paper.
