摘要
中国石油黑龙江鸡西销售公司IC卡成品油管理信息系统经过一年的运行,取得了明显成效:使销售公司告别了运行几十年的传统管理模式,进入了数据共享的信息网络时代;减少了油价波动给企业带来的损失;油品调拨做到了合理、科学、集中,降低了费用;强化了财务、业务、储运计量三者相互制约的机制;建立油库损耗管理体系,实现了定时盘点;提高了工作效率,促进了对员工的业绩考核和员工素质的提高;极大地方便了用户;可对加油站的经济活动情况随时进行分析。但该项目也存在一些不足有待改进,例如与“中油财务管理信息系统”、“增值税征收系统”、“中油购销存管理信息系统”的接口不合,应增加报表生成器并统一操作键盘格式等。从总体上看,这一项目的成功为石油销售系统的信息化建设积累了宝贵经验。
The IC management information system of the Jixi Subsidiary of the PetroChina Heilongjiang Marketing Company has been in operation for more than one year with remarkable performance. A data-sharing information network has replaced the traditional management pattern, which lasted for several decades. The management information system lowers losses caused by oil price fluctuations, makes oil products distribution reasonable and concentrated at a lower cost, strengthens the links of finance, marketing and slorage-transportation-mctcring business, establishes a loss management system for oil storage tanks with accounts settlement on a regular basis, raises the work efficiency and overall performance and quality of staff, provides great convenience for users and makes impromptu analyses of the economic activities at petrol stations. However, the system still has room for improvement. The general success of this project has provided valuable experience for bringing petroleum marketing systems under the critical and necessary stage of successful information management.
