以节约型经济引领山西煤炭经济发展

Guiding the Development of Coal Economy in Shanxi Province with Conservational Economy Mode

节约型经济是建立资源节约型社会的核心,是一种新的经济发展模式和增长方式,是解决经济高速增长与资源环境承载能力有限这一矛盾的有效途径。山西作为中国的煤炭大省,长期以来依靠大量开发煤炭资源来促进经济快速发展,这导致煤炭资源急剧减少和环境压力急剧增大。因此,发展节约型煤炭经济是山西经济发展方式转变的必然选择。根据山西省煤炭经济发展的实际情况,山西发展节约型煤炭经济,应做好以下工作:(1)依靠科技提高效率,推动煤炭开采的节约化;(2)加大宣传教育,促进煤炭经济在消费领域的节约化;(3)建立节约型企业和循环经济体系,加快节约型煤炭经济的运行;(4)政府通过财税、价格、检测管理和法律制度等政策措施来统领节约型煤炭经济的发展。

Conservational economy is the core to construct the society with resource conservation, which is a new mode for economy to develop and increase, and an effective approach to solve the contradiction between fast economic increase and supportive competence of resources and the environment as well. Shanxi Province, as the major producing area of coal in China, has promoted economy to develop fast for such a long time, by exploiting resource in a large scale, which has caused reduction of coal resource and increase of environmental pressure. Therefore, conservational coal economy becomes our necessary choice to transform the developing mode of economic development in Shanxi Province. According to practical situation, to develop conservational coal economy, we should focus on the following aspects,including, depending on technology to improve efficiency so as to promote conservative exploitation of coal resource, strengthening propaganda to promote conservational coal consumption, establishing resource-conservational enterprises and circulative economic system to quicken the operation of conservational coal economy, and governments＇ efforts in general management on conservational coal economy by means of taxation, price, detection management, legal system, and so on.
