土地承包经营权流转意愿阙如的成因与治理——基于转让方与受让方的双重视角

土地承包经营权流转市场的繁荣程度与交易双方的流转意愿密切相关,阙如的流转意愿严重阻碍了土地承包经营权的规模化流转。土地承包经营权流转可能影响转让方依附于土地之上的生存型、保障型、发展型、归属型等类型权益的实现,故其不愿流转土地。农业经营的盈利性低、稳定性弱导致受让方不愿受让土地承包经营权。完善社会保障体系、重视农民就业技能的培训、稳定土地承包关系、实现"农民"含义的转化是提升转让方流转意愿的主要途径。而采取鼓励粮食生产的综合措施、建立健全农业保险制度、采用有利于真正耕作者的制度是提高受让方流转意愿的治理路径。

The prosperity of the market of land contracted management rights is closely related to trade wishes of each parties to the transaction. Lacking of trade wishes seriously obstructed the trade of land contracted management rights. If the land contracted management rights cannot be guaranteed well ,the sellers would not be willing to transfer land contracted management rights. Low profitability and weak stability will not be good for the buyers to buy the land contracted management rights. Improving the social security sys- tem, paying attention to training farmers＂ employment skills, ensuring stable land contract relations, and trans- forming the meaning of farmers is the better choice to improve sellers＂ trade wishes. To encourage food production, improve the agricultural insurance system, and use policies which is beneficial to genuine cultivators are main ways to improve buyers＇ trade wishes.
