大数据背景下应急决策模式创新路径——基于应急决策系统的分析视角

Innovative Ways of the Emergency Decision-making Pattern under the Background of the Big Data——Based on the Analytical Perspective of the Emergency Decision-making System

大数据时代正全方位挑战着传统应急决策模式的理念、思维、方法、技术。基于应急决策系统的分析视角,可整体、系统、动态地考察应急决策中的各要素。通过对传统应急决策模式下应急决策的中枢子系统、信息子系统和咨询子系统的构成和互动机理的研究可以发现,在大数据背景下,强政府性、层级性和单一性的决策正面临严峻挑战。本文从系统优化的角度为传统应急决策模式的创新和转型提供了两条新的路径:构建面向大数据和开源信息的开放式信息系统,建立权责完备的专业咨询系统。

The big data times is challenging ideas,thoug hts,ways and techniques of the traditional emergency decision-making pattern in an all-round way.Based on the analytical perspective of the emergency decision-making system,each factor of the emergency decision-making can be completely,systematically and dynamically investigated.Through the research on the constitution as well as the interaction mechanism of the emergency decision-making＇s central subsystem,information subsystem and consultation subsystem under the traditional emergency decision-making pattern,it can find that the strong governmental,level and single decision-making is facing severe challenges under the background of the big data.The paper,from the perspective of the system optimization,offers two new ways for the innovation and transition of the traditional emergency decision-making pattern.One way is to construct an open information system that faces the big data and the open source information;the other way is to establish a professional consultation system of complete rights and liabilities.
