黑龙江省边境县市“兴边富民”行动经济绩效的实证研究

Empirical Research in Heilongjiang Province border Counties "Frontier" Action Economic Performance

"兴边富民"行动是促进边境地区经济发展和人民生活水平提高的重要举措。通过选取1998-2011年黑龙江省17个边境县(市)的社会经济数据,构建面板数据模型,分析"兴边富民"行动对边境县市经济的影响。结果表明:"兴边富民"行动显著地促进了边境县市的县域经济增长。同时建议:继续加大"兴边富民"行动的实施力度;合理进行功能分区,实现科学发展定位;挖掘地区比较优势,加速产业升级改造;推进科技教育发展,创新智力支撑措施;创新财政与金融政策,健全投融资体系。

＂ Frontier＂ action in the border areas is an important measure to promote economic development and people~ living standards improve. By selecting 1998 - -2011 in Heilongjiang Province 17 border counties （cities） of socio -economic data to construct the panel data model to analyze the impact of ＂the Frontier＂ action for border counties in the economy. The results showed ： significant promotion border counties of the eounty$ e- conomic growth, ＂the Frontier＂ action. At the same advice： continue to intensify efforts to implement ＂the Frontier＂ action; reasonable functional zoning, to achieve scientific development orientation ; mining areas of comparative advantage, accelerate industrial upgrading; promoting the development of science and technology education, innovation and intellectual support measures ; Innovation Finance and Banking policies, improve the investment and financing system
