基于熵权TOPSIS的创新型城市发展评价及障碍因子诊断——以莆田市为例 被引量:21

An Evaluation of Innovative City Based on the Entropy- weight TOPSIS Method and Diagnosis of Its Obstacle Indicators: a Case Study of Putian City

摘要 基于知识创新能力、技术创新能力、政府创新管理能力、创新环境完善程度和创新绩效表现力五个子系统构建创新型城市评价指标体系,采用经熵权改造的TOPSIS模型和障碍度模型对莆田市2008-2012年的创新型城市建设情况进行评价。结果表明,五年间莆田市创新型城市建设的综合指数总体呈上升的趋势;但各子系统的创新指数变化不一,知识创新能力、创新环境完善程度和创新绩效表现力三大子系统的创新指数变化较快,技术创新能力子系统的创新指数波动较为激烈,整体变化较慢;障碍度分析表明技术创新能力逐步取代创新绩效表现力,成为阻碍创新型城市建设的关键性因素;最后提出相应的对策建议。 In this article,we constructed an innovative city evaluation index system form the knowledge innovation ability,technology innovation ability,government's innovation management ability,innovation environment and innovation performance expression. And then,we used the Entropy- TOPSIS method and obstacle degree model to evaluate the construction of innovative city of Putian city. The results showed that the composite index of innovative city presented an upward trend in general; however,the innovative index of each subsystem was different,and the innovative indexes of knowledge innovation ability,innovation environment and innovation performance expression changed quickly than the index of technology innovation ability. The obstacle degree analysis showed that technology innovation ability gradually replaced the innovation performance expression and became a critical hindrance in the innovative city construction. At last,we put forward some countermeasures.
