深化军事基础教育改革,当前最紧迫、最现实的任务是解决军事基础教育中存在的现实矛盾和深层次问题,必须实现"三个转变":必须更新发展理念,军事基础教育由注重课程建设向注重学科专业建设转变;必须规范编制体制,军事基础教育由零散化的各自为政向体系化的整体合力转变;必须深化课程改革,军事基础教育由教授知识技能向聚焦实战应用转变。

To deepen the reform of basic military education,the most urgent and practical mission so far is to deal with realistic contradictions and deep-seated problems during the process,i.e.to realize＂the Three Transformations＂：we must renew the idea of development by transforming the focus from course construction to major construction;we must regulate the organization and institution by transforming the strategy from separation to integration;we must deepen the course reform by transforming the method from pure knowledge-teaching to practical application.
