Opportunities and challenges facing the construction of “one belt one road”

在后金融危机时代的世界格局中,"一带一路"建设面临的机遇主要包括:经济全球化进入新阶段,配套的基础设施建设水平日益成为各国发展的瓶颈;全球经济失衡的内涵出现新变化,发达经济体内部庞大的政府债务已经取代国际对外收支失衡,发展中国家之间的互利合作日益重要;世界经济治理的架构呈现新演化,七国集团难以单独主宰全球经济。美国的战略猜忌与掣肘、周边国家的战略疑虑、严峻的地区安全局势是"一带一路"建设必须面对的挑战和困难。中国应秉承开放包容的精神,积极吸引发达国家参与共建"一带一路",加强对南海争端的管理,多渠道塑造和提升国际话语权。

In the post-crisis era, opportunities facing the construction of ＂one belt one road＂ include： a new stage of globalization of the world economy ; a growing bottleneck as of poor infrastructure for development ; the new changes in the global economic imbalance; the huge government debt of developed economies; the increasing sig- nificance of the cooperation among developing countries; the evolution of the world ＇s new economic governance framework; and the difficulty of the G-7 in dominating global economy. Meanwhile, the challenges and difficulties include ： US strategic mistrust and constraints ; strategic concerns of neighboring countries ; and the difficult security situation in the region. China should uphold the spirit of openness and tolerance, attract developed countries, strengthen the South China Sea dispute management and shape and enhance China＇s international say in multi channels.
