摘要
基于水生态文明理念,结合长江下游丘陵库群河网地区城市的区域特征,分析城市水生态文明评价因子内涵,从水资源安全、水生态环境、水文化、水管理等4个方面,构建了共3个层次,26项指标的长江下游丘陵库群河网地区城市水生态文明评价指标体系;以基于专家咨询法的层次分析法确定指标体系权重,依据柯西分布函数确定隶属度,建立城市水生态文明建设状况的模糊综合评估模型,选取长江下游丘陵库群河网地区某城市进行实例应用研究。
Based on the notion of water ecological civilization, the evaluation indicator system of water ecological civilization is constructed for the cities in reservoir and river network region in hilly areas of lower Yangtze River. The indicator system is composed of 3 classes and 26 indicators, of which covering four aspects of water resource security, water ecological environment, water cultures and water management. The concept and determination of each indexes are described in detail. The fuzzy comprehensive assessment model for the city water ecological civilization is established, of which the analytic hierarchy process based on Delphi method is used to determine indicators weight and the Cauchy distribution function is used to calculate the grade of membership. For practical research, water ecological civilization for a city located in the area is evaluated using the fuzzy comprehensive assessment model
