政府投资项目微观环境的治理问题研究

Research on the Governance of the Micro-environment of Government's Public Investment Projects

由于政府投资项目具有公共品的特点,以及存在多级委托代理关系中的信息不对称,所以政府投资项目的相关问题较多。对政府投资项目微观环境的治理,有助于协调和完善政府投资项目各项直接或间接的制度与机制,对造成政府投资项目相关问题的根本原因进行全面的挖掘与解释,形成一个相对完整和系统的解释性理论架构,最终发展出一个内在一致的解释框架和因果机制。结合政府投资项目中存在的问题,对政府投资项目微观环境的治理问题进行了研究。

Due to the characteristics of the public good and information asymmetry in principal-agency relationship,there are many problems in government＇s public investment projects. The governance of micro-environment of government＇s public investment projects can help to coordinate and perfect all direct or indirect systems and mechanisms for government＇s public investment projects. The comprehensive excavation and interpretation of the root causes of the problems related to government＇s public investment projects can form a relatively complete and systematic explanatory theoretical framework and finally produce an intrinsic consistent interpretation framework and causal mechanism.Connecting with some problems existing in government＇s public investment projects, this paper studies the governance of the micro-environment of government＇s public investment projects.
