This paper expounds the different definitions of smart city made by the scholars of China and foreign countries, probes into the generation conditions of the smart city, introduces the implementation situation of the smart city at home and abroad, and first proposes that the cultivating and remodeling of the moral credibility construction should be listed in the construction of the smart city.
