我国核电发展中公众参与的机制研究

Research on mechanism of public participation in development of nuclear power in China

公众参与是核电持续发展的关键要素,但我国核电发展中公众参与的系统研究仍然比较薄弱。在分析了我国核电发展过程中公众参与的现状、特点和不足的基础上,提出了我国核电公众参与的建议:构建公众参与的有机体系、界定公众参与的主体类型、确定公众参与的领域范围、实施公众参与的多样模式、建立公众参与的有效机制。

Public participation is a key factor to influence the development of nuclear power,at present,system research of public participation is still relatively weak. To analysis the current situation,features and shortcomings of public participation in nuclear power,On this basis,put forward five countermeasures on public participation in nuclear power in our country： to build a organic system of public participation,to define the main types of public participation,to determine the field of public participation,to implement the various modes of public participation,to establish the effective mechanism of public participation.
