论法治建设新常态下公安信访工作的转型升级

把公安信访工作纳入法治化轨道,是法治建设的重要内容,是国家治理体系和治理能力现代化的重要体现。当前,涉法涉诉信访改革全面推开,公安信访工作法治化逐步推行,但是公安信访工作仍面临不少现实困境,制约公安信访工作良性发展。为突破这一困境,必须以法治为引领,消除单位、部门之间各自为政的壁垒,统筹协调各方资源,深入基层,发动群众,运用群众智慧推动公安信访工作转型升级。

It is an important part of the legal construction and the important embodiment of the modernization of national governance system and governance capacity to bring the public security petition into the orbit of the legalization. At the present, a comprehensive reform involving the law and litigation is open, the public security petition work has gradually implemented to the legalization direction. However, the public security petition work is still facing many difficulties, which restricts the healthy development of public security petition work. To crack this problem, we must be guided by the rule of law, eliminate barriers between the units and departments who act of their own will, coordinate of all resources, go deep into grassroots, mobilize the masses, utilizing public intelligence to promote the transformation and upgrading of public security petition.
