政府采购对于促进自主创新具有重要的作用。中国政府采购在廉洁高效完成公共采购任务的同时,日益重视发挥其引导和激励创新的政策功能。面对中国正处于申请加入GPA的重要阶段,在把握好机遇的同时,如何有效应对加入GPA可能对政府采购扶持自主创新所带来的冲击就成为重要的课题。在对部分具有代表性的国家或地区,尤其是GPA签约国或地区所实施的政府采购扶持自主创新考察的基础上,从3个层次对其做法进行系统归纳和分析,并对中国积极适应GPA规则,最大效度地发挥政府采购扶持自主创新的作用提出政策建议。

Government Procurement plays an important role in promoting in dependent inn--ovation. While accomplis- hing the public procurement task cleanly and efficiently, Our governme--nt procurement increasingly emphasizes its role in guiding and encouraging innovation. Now, our country＇s applying to join the GPA is at the＇crucial moment. It is very im- portant to research how to deal with the impact for government procurement in support of independent innovation caused by joining the GAP. On the basis of studying the government procurement in support of innovation in the representative countries or regions, especially the GAP member countries or regions, this arti--cle analyzes and generalizes their measures from three levels, and presents the policy--related pro--posals for our country to adjust to the GAP rules and give full play to the government procurement in support of independent innovation.
