世界上许多国家的国立科研机构(或学术组织)都将向政府提供科技咨询作为其重要核心使命之一,充当着国家科学思想库的角色,而国家科学院则是这些国立科学思想库的重要组成部分。目前世界主要的国家科学院咨询成果大都以研究报告或咨询建议的形式进行发布。对世界著名科学院思想库咨询报告的研究机制做了初步分析,为国家科学思想库建设提出了:按学科以及咨询工作的需要细化咨询单元;制定指导决策咨询研究的相关文件;在决策咨询委员会组建时注重委员会成员的构成等建议。
