国外知识产权促进科技型小微企业发展的经验与借鉴

Experience and Reference on Promoting the development of the Science &Technology-based Small and Micro Enterprises by Intellectual Property Policy abroad

我国数量众多的科技型小微企业在国家创新发展中发挥着重要作用。虽然国家从财政、金融、税收等方面给予它们大力支持,但由于知识产权相关制度与政策的不健全,严重制约了它们的成长,甚至影响到它们的生存。美国、日本、以色列等国在运用知识产权促进科技型小微企业发展方面各自有着成功经验和有效做法。通过分析、比较他国经验,结合我国国情,从完善立法、加强服务、优化环境这3个方面出发,提出了知识产权可以促进科技型小微企业发展的建议。

The numerous small and micro enterprises in our country play an important role in the implementation of the national innovation development strategy. Our government gives them strong support from some aspects, such as finance, banking, taxation and others. The intellectual property system and policy is not sound, which se- verely restricts their growth, and even affects their survival. It has successful experiences and effective approaches by using intellectual property rights to develop technology--based small and micro enterprises in the United States, Japan, Israel and other countries. By analyzing and comparing other countries＂ experiences, combining with China＇s national conditions, the author put forward that we should make full use of the intellectual property rights to promote the development of our country＇s science ＆ technology-- based -- based small and micro enterprises through perfecting legislation, enhancing service, optimizing environment.
