摘要
为了实现城市轨道交通持续、健康发展,分析研究国内近十几年来规划建设的城市轨道交通项目可研报告及其评估报告,发现目前可研编制与评估工作中普遍存在的问题。结合城市轨道交通审批权下放至省级投资主管部门的政策要求,在《投资项目可行性研究指南》一书的基础上,进一步探讨适合我国国情和当前发展形势的可研编制要求及编制趋势。提出可研项目编制技术路线,将可研报告划分为项目建设背景、项目技术条件、项目建设方案、项目适应性分析、项目综合分析五部分内容,在成都、济南、长春等地多个项目的尝试中取得预期效果。
To achieve sustainable and healthy development for urban rail transit,analysis on feasibility and evaluation reports of urban rail transit projects in recent 10 years has been done to figure out common problems in the current feasibility study compilation and evaluation. According to policy,the approval authority of urban rail transit has been delegated to the provincial department in charge of investment. On the basis of ＂ Investment Project Feasibility Study Guide＂,the author further explores the feasibility study compilation requirements and development trends which are suitable for our national conditions and the current situation. The compilation technical route for feasibility study of project is proposed,and the feasibility report is divided into five parts including construction background, technical conditions,construction plan, adaptability analysis,and comprehensive analysis. The method has achieved expected results in several cities like Chengdu,Ji＇nan,Changchun,etc.
