摘要 "9·11"事件引起美国执法系统重大改变,以反恐为主导的警务模式占据开始重要地位。反恐行动需要各级执法部门协调合作,美国执法体系多元分散的特点给预防和打击恐怖主义带来了体制上、管理上和行动上的障碍。本文通过纵向梳理美国各级执法机构在反恐行动中采取的统一策略和方法,并横向对比分析纽约、芝加哥和洛杉矶警察局的反恐举措,综合阐述了美国执法系统是如何收集和共享情报信息,协调各部门行动,并教育培训社区民众以实现对恐怖主义有效打击的。 The comprehensive counter-terrorism efforts after September 11 terrorist attack has profoundly changed the American law enforcement practice. Effective counter-terrorism requires different law enforcement and government agencies work closely with each other. However, the American law enforcement system is high decentralized and independent, lacking of hierarchical management architecture.This represents a major obstacle for effective actions for counter-terrorism. This paper provides a comprehensive study of how different law enforcement agencies in New York, Chicago and Los Angeles together on counter-terrorism through a series of new platforms, agencies, and programs to collect and share intelligence information, to coordinate their activities, and to reach out the community for assistance.
