新常态背景下城市边缘区社区规划的实施机制研究

Research on implementation mechanism of community planning in edge area of city under New Normal background

"新常态"和新型城镇化要求转变城乡发展的思路,本文通过研究城市边缘区社区发展特征,结合社区规划实践,从社区规划的编制策略、实施机制等方面提出观点,以公众参与为核心,以问题为导向,以规划实施为目标,创新规划编制方法,注重研究实施公共服务的过程,对实施机制进行探索,旨在加强城市规划的公共参与,促进社区规划向公共政策转型,为社区规划提供新的发展思路。

＂New normal＂ and new requirements of urbanization pushed us transform our urban and urban and rural areas development strategy;this paper puts forward an idea about the community planning in a new way;which is through the research on urban fringe area community development characteristics, combined with the community planning practice, from the planning of community strategy, implementation mechanism and so on;when we make the community planning;we should put the public participation as the core, problem oriented, aiming at planning and implementation, innovative planning method, pay attention to study the process of implementing the public service, to make a study of implement mechanism aims to strengthen the public participation in urban planning, to accelerate the transformation of public policy, community planning for community planning for the new developments.
