当前我国提高公民道德素质有助于落实依法治国和以德治国相结合,有助于促进经济建设和生态文明建设,有助于提高我国的社会文明程度,有助于提高我国的文化软实力。公民道德素质与制度伦理之间,二者相辅相成,具有内在一致性;二者都服务于市场经济建设;二者须做到以人为本。新时期提高公民道德素质的制度伦理取向表现在:通过道德制度化,形成良好的道德风尚;法律制度需要得到公众的普遍认可,并且及时而有效地执行;通过制度道德化,促使人们自觉去遵守道德和法律;建立健全道德赏罚制度和监督制度,增强制度伦理的可操作性。
