摘要
蓝色贸易壁垒(劳动壁垒)是继技术贸易壁垒和绿色贸易壁垒等非关税贸易壁垒之后的一种新型的贸易壁垒。中国作为传统的劳动密集型产业大国,在劳工标准的相关立法和执法上存在诸多问题。新时代下有关劳工标准的发展要求中国做出选择和改变,积极参与多边谈判和进行区域对话,寻求国际合作与交流。同时,中国应加快完善相关立法,加速企业转型,提高行业协会服务水平,以减少贸易摩擦,增强贸易的国际竞争力。
The blue trade barrier is one of the new barriers after technical and green trade barrier etc various non-tariff barriers to trade. China is a big trading country whose enterprises are almost labor-intensive and there are many problems in relevant legislation and law enforcement of labor standard. Nowadays, China is needed to choose and change as the development of labor standard, actively participate in multilateral and regional negotiations, seek international cooperation and exchanges. In addition, we should speed up perfecting the relevant legislation, accelerate the enterprise transformation and raise the service level of guild, in order to reduce trade friction and enhance the international competitive ability.
