摘要 本文基于航母弹药典型燃爆事故,分析了弹药、环境、人三要素在弹药贮运安全中的重要关系。基于弹药自身安全提出了多因子安全设计和研制使用钝感弹药措施,基于环境安全提出了气候、机械和电磁环境管控要求,基于人的因素分析了弹药作业规程、岗位培训与监督、火灾消防设施等内容,以总结经验教训,预防同类事故发生。 Based on typical ammunition blasting accidents of aircraft carriers,analysed the important relationships between ammunition,environment and operator in the safety of ammunition stowage and handling. Based on ammunition's own safety,put forward its multi-factor security design and development of Insensitive Munitions; Based on ammunition' s environment safety,put forward the countermeasures of climate,mechanical and electromagnetic environment; based on ammunition' s human factors,analysed some measures of ammunition operating procedures,job training and supervision,fire protection facilities,so as to draw lessons and prevent the happening of same kind accidents.
