论社会治理下政府法治建设中的角色定位与原则要求

On the Role Positioning and Principles of the Government’s Rule of Law Construction under Social Governance

法治政府建设是新时代中国特色社会主义法治体系建设的关键,是国家治理体系和治理能力实现现代化的重要标准和根本要求。新时代法治政府建设的全新要求取决于当代社会治理的基本特征。为促进经济、政治、文化、社会的全面发展,政府必须扮演好法治秩序维系者、社会公正促进者和核心价值培育者的角色。政府在社会治理的法治建设中,应更加突出严格执法,并以坚持社会主义公益至上为价值理念,以社会公民平等对待为基本原则,以政府行为合乎比例为思维方式,以求实现国家法治目标,共建社会和谐发展。

The construction of a law-based government is the key to the building of a socialist rule of law system with Chinese characteristics in the new era and it is also an important criterion and fundamental requirement for the modernization of the country’s governance system and capacity.The new requirements of the construction of the rule of law in the new era depend on the basic characteristics of contemporary social governance.In order to promote the all-round development of economy,politics,culture and society,the government must play the role in maintaining the rule of law order,promoting social justice and cultivating the core values.In the construction of the rule of law in social governance,the government should pay more attention to strict enforcement,adhere to the socialist public welfare as the value concept,take the equal treatment of social citizens as the basic principle,and take the government action in proportion as the way of thinking,thus achieve the goal of national rule of law and the construction of a harmonious society.
