摘要
以常州市环境监测中心为例,介绍了环境监测业务来源与类别,从环境监测收费管理、报告与项目管理、窗口服务、监测任务外包等方面,探讨新形势下,环境监测业务的规范化管理,以及环境监测业务外包的可行性,介绍了环境监测业务管理的一些创新思路,提出分包业务目前存在的问题与不足,提出今后加强对分包方的选择、评定和考核的思路和建议。提升环境监测服务效能的同时,为环境监测业务的发展方向提供参考。
Taking Changzhou environmental monitoring center as an example,this paper introduces the environmental monitoring business sources and categories.The standardized management and feasibility of subcontracting environmental monitoring business under the new situation were discussed from the perspectives of environmental monitoring report and charge management,project management,service window,the monitoring task outsourcing etc.It also introduces some innovative ideas,existing problems and shortcomings for environmental monitoring management.The study puts forward suggestions to strengthen the subcontractor selection,evaluation with an aim to enhance the effectiveness of environmental monitoring services,providing the reference for further development of the business environmental monitoring.
