摘要
生态补偿机制作为一种新型的资源环境管理模式,是新时期中国生态环境保护政策创新的重要内容。建立和完善生态补偿机制是中国生态环境建设和保护战略的重要内容。介绍了首先生态补偿概念和内涵以及在中国的发展沿革,重点阐述了常州市生态补偿机制发展现状、存在问题,并进行原因分析,为常州市生态补偿相关管理制度和办法的制定提供理论基础。
The ecological compensation mechanism as a new management mode of resources and the environment is an important content of the innovation of policy of ecological environmental protection of our country in the new period.Establishing and improving the ecological compensation mechanism is an important content of ecological environment construction and protection strategy in China.The concept and connotation and development of ecological compensation in China were introduced.The development status,problems and reasons analysis of ecological compensation mechanism in Changzhou City were then elaborated in order to provide the theoretical basis for the development of Changzhou city ecological compensation management system and related measures.
