港口生态环境影响及生态补偿关系分析研究

Analysis to Effect and Compensation Relationship of Port Ecological Environment

港口的建设与经营对港口周边的陆域和海域生态环境产生影响。在总结了港口存在的各种主要环境影响基础上,从可控性与不可控性、可变性与不可变性、持续性与突发性、排他性与非排他性、直接性与间接性五个角度对港口环境影响的特征进行了归纳对比。进一步建立了港口生态环境影响的补偿关系体系,明确了补偿关系中的补偿主体,补偿对象和补偿内容以及相互对应关系。结合港口对生态环境的影响特征,对生态补偿的频率和标准提出了实施建议。

The construction and operation of port would pollute the surrounding ecological environment. The paper summarized the main environmental effect of port and concluded the features of them from the angles of controllable and uncontrollable,variability and non variability,sustainable and sudden,exclusive and non exclusive,direct and indirect. Further,the ecological compensation relationship of the port was established,which described the compensation subject,object and content respectively with the discussion of connection among them. The compensation frequency and standardswere also proposed at last based upon the features of environmental effect of the port.
