城市低碳发展水平评价体系与实例分析研究

Research on Urban Low-Carbon Development Level Evaluation and Case Studies

基于对现有理论成果的研究与分析,从低碳经济、低碳社会、低碳环境、低碳能源四方面出发,设定22个指标,构建城市低碳发展水平评价体系。再结合实例研究法和层次分析法,对南京市低碳发展水平进行评价,提出政策建议。通过对各个城市各个年份低碳发展水平进行评价,一方面,能为城市相关部门制定低碳城市规划、申报低碳城市试点、监督低碳城市建设进度提供重要依据,另一方面,也为城市之间相互学习相互借鉴指引方向。

Based on research and analysis of existing theories,this study selected 22 indicators to construct the evaluation system of low carbon city development level from the aspects of low carbon economy,low carbon society,low carbon environment,low carbon energy. Combined with the analysis of case study method and AHP method,it evaluates the level of low carbon development in Nanjing City,and put forward some policy suggestions. Through the evaluation of low- carbon development level of each city each year,the paper aims to develop low- carbon city planning and application of low- carbon city pilot,provide an important basis for monitoring the progress of city construction of low carbon city for the relevant departments,On the other hand,it also provides reference for mutual learning between cities.
