乡村振兴战略背景下西北五省城乡一体化水平评价及对策研究

Evaluation of Urban and Rural Integration Levels in Five Northwest Provinces and Countermeasures Under the Background of Rural Revitalization

城乡二元结构是实现乡村振兴的重要阻碍因素,推进城乡一体化发展对促进城乡互促、工农互促以及乡村发展具有重要作用。西北地区长期以来由于自然环境、地理位置、经济基础等方面的原因,城乡发展水平差距较大。基于2000—2016年的面板数据,从城乡空间、经济、社会及生态环境4个方面构建评价指标体系,运用GPCA分析法对西北五省城乡一体化水平进行了评价和分析。结果表明:2000—2016年西北地区城乡一体化整体水平由缓慢上升到稳步提高,且出现比较明显的地域不平等性;2014年,西北各省城乡一体化发展水平已经赶超全国水平,但与东部地区还存在较大差距;不同省份在城乡一体化的4个方面存在不同的优势和劣势。根据西北五省城乡一体化呈现出的差异,结合我国乡村振兴战略,提出了促进西北地区城乡一体化发展的对策建议。

The urban-rural dual structure is an important obstacle to the realization of rural revitalization.Promoting the development of urban and rural integration plays an important role in promoting urban and rural mutual promotion,mutual promotion of industry and agriculture,and rural development.The northwest is still faced with a relatively obvious gap on the level of urban-rural development for for natural environment,geographical location,economic basis and or so for a long time.Based on panel data from year 2000 to 2016,the evaluation system of urban-rural integration indicators was constructed from four aspects of urban-rural space,economy,society,and ecological environment.Then,the urban-rural integration level in the five provinces of northwest China by using GPCA was evaluated and analyzed.The results showed that the level of urban-rural integration in the five provinces of northwest China was increasing steadily from year 2000 to 2016,and there were obvious inter-provincial gaps among provinces;In 2014,the northwest has caught up with the national average level,but there was still a large gap with the eastern district;Different provinces had different advantages and disadvantages in the four dimensions of urban-rural integration.According to the differences of the five provinces,combined with Chinese rural revitalization strategy,the paper proposes suggestions to promote the integration of urban-rural development in the northwest.
