摘要 突发事件案例库的应用功能越来越受到重视,然而,我国突发事件案例库建设缺乏针对性的评价体系。在归纳我国突发事件案例库建设形式,包括汇编式案例库、结构型案例库和网络舆情案例库等的分布、组织、管理现状特征基础上,基于案例库覆盖率、完整性、结构化程度、实用性等的定量评价角度,采用模糊集合形式给出了案例库的综合评价模式,据此进行模糊聚类分析,将相似的案例进行重新分类而建立新的可满足案例推理技术的案例组合方式。该方法为突发事件案例库功能的扩展提供了理论支持与改进工具。 The emergency case base has been paid more and more attention as its practicability, while there is still lack of specialized evaluation system for the case base. In this paper, we studied several emergency case bases in different types, as the text case base, the structured case base, and the public opinion case base. The distribution, organization and management of the above case bases were analyzed, and based on which we established an integrated evaluation model with fuzzy sets. Then the fuzzed cluster was implemented and the organization of the case bases was optimized. The approached mentioned in this paper could be the basis for function extent of the emergency case base.
