欧盟反腐败制度的多维解析

A Multi-dimensional Analysis of EU Anti-corruption System

作为世界上最大的超国家行为体,欧盟拥有的权力和可支配的税金比民族国家要少得多。但是,由于反腐败体制、机制上存在的问题,欧盟成立后还是曝出不少比较严重的腐败案件。本文通过对欧盟反腐败制度的多维度解析发现,与民族国家相比,欧盟的反腐败制度存在权能不足、针对欧盟权力的监管较弱和反腐败机制建设不完善等缺陷。近年来,欧盟正在针对这些缺陷完善其反腐败制度。对这个过程进行分析,不仅有助于我们更加全面地了解欧盟,而且有助于我们探究反腐败制度设计的一般规律。

As the largest supra-national organization in the world,the EU possesses much less powers and disposable money than the nation states.However,a number of serious corruption cases have been exposed in the EU due to the weaknesses in its anti-corruption system.Through a multi-dimensional analysis of the anti-corruption system in the EU,this paper highlights some of the institutional defects,such as lack of competence,the weak regulation and supervision of the EU's power and the imperfect anti-corruption mechanism.Aiming at remedying these defects,the EU is reforming its anti-corruption system in recent years.The analysis of the reform process will not only help us understand the EU in a more comprehensive way,but explore the general law behind the design of an anti-corruption system.
