摘要 针对现有避难场所选址规划和责任区划分问题研究中存在的不足,建立了双层规划选址模型并给出了求解方法。模型考虑了该问题决策的层次性和避难场所适宜性影响因素,从整体的角度出发,兼顾全局,使规划结果很好的达到了整体最优,比单一层次的模型更能反映实际。为解决避难场所选址规划和责任区划分问题,提供了1种有效手段。 According to the deficiency of existing research on disaster shelters location and responsibility area divi- sion, a bi-level programming model was established, and the solution method was given. The model considers hier- archies of the decision process and factors which infect the stability of disaster shelters. From an overall angle, the planned results of the whole optimum were got. The model was better than the single level model in reflecting the practical situation. An effective method was provided for the problem of disaster shelters location and responsibility area division.
