四川泸州宁发能源有限公司是四川煤炭产业集团所属的一个基本建设矿井,属煤与瓦斯突出、水文地质极复杂矿井,设计生产能力60万t/a,按90万t/a生产能力建设。建设单位通过深入细致的安全思想精神引领,建立统一的安全协调管理机构,深入开展法制宣传,大力开展安全文化活动,健全安全管理制度,突出重点工作管理等措施,在建设过程中不断探索,不断完善,扭转了安全管理中的被动局面,找回了安全管理的主动权,落实了建设单位安全管理的主体责任,至2015年5月31日止,实现了矿井安全建设2 490 d,未发生生产性责任死亡事故。

Sichuan Luzhou Ningfa Energy Limited Company,belongs to coal and gas outburst,extremely complex hydro geological mine,design production capacity of 600 000 t,900 000 t,is a basic construction of Sichuan Coal Industry Group. Through the intensive safety thought spirit guide,setting up unified coordination safety management institutions,conducting the publicity,to develop safety culture and improve the safety management system and highlight the key work management measures,continuously explore in the process of construction and constantly improve,the construction unit reversed the passive situation of safety management,recovered the safety management of the initiative,implement the main body of the construction unit in safety management responsibility. Until May31,2015,2 490 days for mine safety construction,no producer responsibility death accident had occurred.
