小煤矿整顿关闭后安全环境问题与对策

Problem and Countermeasure for Safety and Environmental Issues of Closed Small Coal Mines

在对近年来小煤矿关闭后环境和安全问题调查的基础上,对小煤矿关闭后引发的水患和地质灾害问题、生态和社会人文环境问题进行了分析研究。提出了落实小煤矿关闭安全与环境治理的主体责任;建立小煤矿关闭后安全环境保护的长远机制;做好小煤矿关闭过程中安全环境保护的顶层设计;制定小煤矿关闭后安全保护的专项措施;开展小煤矿关闭后社会和人文环境恢复与重建等相应安全环境保护的管理措施。

We analyze the geological environment issues,the social issues,flooding,and geological disasters caused by the closed small coal mines based on the investigation of the cases that occurred in recent years. The strategies to tackle the issues are presented based on the analysis,to clearly identify the responsibility for the safety and environment of the closed small coal mines,to create an overall plan and a long term mechanism for the environment protection,to create the top- level design of the safety and environment protection based the assessment of each case,to define special safety measures for the major issues,and to adopt variety of methods to recover the social environment.
