涉中国防学术话语的修辞研究

Rhetorical Study of Scholarly Discourse on China's National Defense

近年来,随着中国崛起和美国‘亚洲再平衡’战略的推进,国际社会越来越关注中国国防及安全问题。作为‘当代中国国防话语研究’的一部分,本文聚焦‘涉中国防学术话语’,尤其是其中的修辞,目的是(1)探索国际学界有关中国国防力量的概念、论点、论据以及对策建议如何通过修辞产生的,(2)评判这些涉中国防学术话语修辞的文化意义。基于一篇澳大利亚学者2013年发表的学术论文以及背景材料,本文指出,所谓的"中国威胁"、"中国国防话语不可信"、"中国是美国安全体系的潜在敌人"等等,都是蕴含二元对立思维、"美国安全中心论"、"军/国强必霸论"的各式修辞手段。文章还提出了我国国防话语研究与实践的新问题。

With the rise of China and America＇s‘Asia-pivot＇over the recent years, China＇s national security is receiving increasing international attention. The present research, as part of‘contemporary Chinese national defense discourse studies＇, focuses on the rhetoric of international academic publications and aims（a） to examine the ways key concepts, standpoints, and arguments are constructed and（b） to assess the cultural meanings of such rhetorical renderings. By looking at an article published in 2013 by an Australian scholar as well as its wider context, the paper shows that the ideas of‘China threat＇,‘China＇s defense discourse is untrustworthy＇and‘China is a potential enemy to the American security order＇etc. rest on the rhetoric of binary thinking, the supremacy-of-Americansecurity and power-as-hegemony. In conclusion, the paper raises questions that Chinese national defense discourse studies needs to address.
