摘要 《中等教育的基本原则》是20世纪美国中等教育史上最为重要的文献之一。该报告由美国全国教育协会成立的中等教育改造委员会完成,主要讨论中等教育的目标、定位、功能,中等教育与初等教育、高等教育的衔接,学制调整与学段划分等20世纪前期美国中等教育发展中所面临的重大问题,并涉及中学的组织与管理、课程规划、非全日制学习形式等问题。报告提出的"中等教育七大原则"不仅直接影响了20世纪美国中等教育改革的方向和进程,对世界中等教育的发展也产生了广泛的影响。 Cardinal Principals of Secondary Education is one of the most important reports in the history of American Secondary Education of 20th century. It was completed by the Commission on the Reorganization of Secondary Education, a committee affiliated with American National Education Association, and mainly discussed such major issues as the objectives, position, functions of secondary education, its articulation with elementary and higher education, the adjustment of school system, and the division of learning stages in the development of American secondary education of early 20th century. Besides, the report in- volved some other topics of American secondary schools, such as its organization and management, curriculum planning, part-time schooling and so on. "Seven Principles of Secondary Education" formulated in this report not only exercised a direct influence on the direction and progress of the reform of American secondary education, but also affected the development of secondary education in the world widely.
