我国减轻中小学课业负担的历程与思考

The Reflection and Advance of Reducing Primary and Secondary School Academic Burden in China

新中国成立以来,国家一直重视并以不同形式,推进减轻学生课业负担的工作,效果却差强人意。本文通过分析国家颁布的减轻课业负担的专门政策,回溯我国减轻课业负担的历程,分析这些政策出台的背景、内容、执行和效果,并据此对课业负担的内涵理解、针对问题制定课业负担政策、结合两种路径优势推进政策有效实施,以及基于事实的减负效果监测等问题进行思考。

China has been focusing on reducing students＇ academic burden by different kinds of forms since the foundation of new China,but the effects are not satisfactory. This paper looked back on the advance of reducing academic burden though analyzing the special policies the national government issued,and analyzes the backgrounds,contents,implementation and effects of these policies. Finally,make some reflection about how to realize the connotation of academic burden,make policies focusing on problems,take policies into action combining the advantages of two paths,and monitor the effects of reducing academic burden based on fact.
