摘要
电子政务已成为目前推进首都治理体系和治理能力现代化的重要组成部分,已成为深化行政管理体制改革和促进政府职能转变的重要手段。本文简要回顾了二十年来北京市电子政务建设取得的成就,从机构、职能角度全面梳理了目前北京市电子政务管理体制现状,客观分析当前北京市电子政务发展面临的新形势,剖析了目前北京市电子政务管理体制存在的问题,提出了优化和改进的措施和建议,探索性的给出了适应新形势的电子政务管理组织架构,以期为进一步推进首都电子政务改革和发展提供有益的决策参考。
Electronic government(E-government) has become an indispensable part of the capital governance system and governance ability modernization nowadays,it has become the powerful tool for deepening government administrative system reform as well as the transformation of government functions.This paper summarizes the achievements of egovernment of the last twenty years in Beijing,reviews the organization structuring and function disposition for current egovernment,objective analysis of the new situation facing Beijing's e-government development,analyzes the current problems of management organization.Finally the paper propose the optimization and improvement methods and suggestion and give a new management organization style for future e-government to further promote the reform and development of e-government in Beijing.
