Agriculture Should Vigorously Develop Grain Economy under the New Normal of Economy

经济新常态下发展粮食经济要初步建成适应实际的现代粮食产业体系,能较好满足人民群众日益增长和不断升级提高的优质粮油消费需求。具体举措是优化发展基础产业,大力发展粮食加工和传统特色产业,创新粮食产业发展方式,培育壮大粮食产业主体。政策措施是加大财税扶持力度,加强金融支持服务,落实用地用电等优惠政策,改善进口粮食指定口岸硬件,加强组织领导。

To develop grain economy under the new normal of economy,we should build up a modern grain industry system to meet the demand of quality grain and oil consumption which is increasing and upgrading.The specific measures are to optimize the development of basic industries,vigorously develop grain processing and traditional industries with special characteristics,innovate the development mode of the grain industry,and cultivate and expand the main body of the grain industry.The policy measures are to increase fiscal and tax support,strengthen financial support services,implement preferential policies such as land use and electricity use,improve the hardware of designated ports for importing grain,and strengthen organizational leadership.
