经济新常态下要为明确水利工程建设质量管理责任,保证水利工程建设质量,要结合水利工程建设质量管理的实际情况,加强水利工程建设质量管理,包括水利工程建设及监督管理活动。项目法人(建设单位)、勘察、设计、施工、监理、检测等单位依法对各自承担的水利工程建设质量负责。
