针对基层服务体系运行调研中存在的主要问题,辽宁省提出基于手机APP的新模式提升基层水利管理服务水平,并对基层管理APP软件进行需求分析与功能设计,同时结合已投入使用的移动报汛APP软件,进行验证和分析,提出全面提升和武装基层水利人员管理服务水平的新模式。

In view of the main problems existing in research on the operation of basic service system, Liaoning Province puts forward a new model based on the mobile phone app to enhance management and service level of basic water conservancy, analyzes and designs the function of mobile phone APP software about grassroots foundation management, verifies and analyzes moving flood forecast APP softwares in operation, and puts forward a new mode that will promote the management and service level of basic water conservancy personnel.
