摘要
英国作为资本主义大国,在不同的历史时期有着不同的人才战略理念。重视人才,尤其是科技人才;强调人才的质量与数量并举;着眼于提升本国人才质量的同时,不忘吸引和保留国际人才;人才培养与高等教育改革相辅相成。这些人才战略对于中国的人才观念、人才结构、人才管理具有较好的借鉴意义。
As an imperialistic country,there are different talent strategy concepts in different historical periods in the UK.The importance,the quality and the quantity of talents,especially science-tech talents are emphasized and at the same time,there are also some policies about attracting international talents.The reform of higher education has been imbedded in the talent cultivation.The successful experience of the talent strategy in the UK gives China the good reference for the talent strategy concepts,structure and management.
