我国“城乡低保制度一体化”路径研究述评

A Study on the Method Research of the Integration of Urban and Rural Minimum Living Standard Security System

城乡最低生活保障制度一体化工作的开展对于构筑社会的最后一道安全网具有重要意义。近些年来关于城乡最低生活保障制度一体化的路径研究逐渐增多,其主要从概念界定、经验借鉴、城乡问题检视、原因分析、路径选择、其他研究成果等方面进行研究。对这些研究进行系统地归纳并分析其特点和不足之处,提出一些我国城乡最低生活保障制度一体化路径研究的新思路,对于正在和准备开展城乡最低生活保障制度一体化试点地区具有重要的借鉴意义。

The integration of urban and rural minimum living standard security system is of great significance for the construction of the social security network. In recent years the findings of the method research of integration of urban and rural minimum living standard security system are gradually increasing mainly in the fields like the concept definition, the experience reference, the problem inspection in urban and rural areas, the cause analysis, the routing selection and other researches. Discussing systematically the advantages and disadvantages the paper puts forward ideas and methods for the integration and provides reference for pilot areas where the integration of urban and rural minimum living standard security system is being or to be promoted.
