民办高校海归人才统战工作研究

A Study on the United Front Work of Overseas Returnee Talent in Private University

二十一世纪以来,我国民办高等教育事业飞速发展,逐渐成为高等教育的重要组成部分。为了提高整体师资水平,民办高校接纳了大量的年轻的海归人才。但是海归人才的统战工作是一项全新的工作,开展得并不完善,且无先行研究以及既成模式可以借鉴,因此有必要制定一个适用于民办高校海归人才统战工作的政策体系。属地党委统战部门要将此项工作纳入工作日程,并纳入党外人士统战工作范畴。民办高校也应当成立基层统战机构,高校党委负责人应当具有"把一部分优秀人士留在党外"的基本意识,从源头上合理分配统战资源。

With the entrance of the 21 stcentury,the rapid development of private higher education in China has gradually become an important part of higher education. In order to improve the overall level of teachers,private colleges and universities hire a large number of young returnees. However,because the management of the returnees is quite a new field and there are no previous experiences and existing mode for references,so the united front work needs to get improved. Now,it is necessary to formulate a policy system suitable for the private universities. Local Party Committee Department should put the front work of overseas returnee on their daily agenda,and put it in the front work of non-party people. Private institutes of higher education should set up their grassroot level united front work institution,and the Secretary of Party Committee in those private universities should have the basic awareness that he should leave some excellent talents outside the party and reasonably allocate united front resources at the source.
