From Control to Governance:Government Responses to Network Public Opinions on Emergencies

地方政府应对突发事件网络舆情的"单中心管控"模式,出现了理念落后和能力欠缺等诸多问题,已经不适应网络媒体时代的要求。亟需确立新的"多中心治理"应对模式。依据该模式,地方政府要树立积极应对意识,从完善制度与机制上提高管理能力,加强新媒体素养以提升互动能力,更好地应对突发事件网络舆情。

The mode of ＂single-center management and control＂adopted to cope with network public opinions of the emergencies,doesn′t meet the requirements of the new online media era and has resulted in the problems of lack of innovation in ideas and inability to cope with the issues.To establish the＂multi center governance＂concept and coping mode is quite urgent.In accordance with the concept of governance,the government should establish positive response awareness,improve management capabilities,and enhance the ability to interact,and to better respond to network public opinions on emergencies.
