摘要
科技平台建设是科研单位提升创新能力和促进成果产出的重要保障。文章在分析学科发展与平台建设关系的基础上,阐述了江苏省农业科学院科技平台建设的基本情况与成效,分析了科技平台建设存在的问题,如管理与考评机制不健全、资源整合与共享机制失灵和平台运行经费保障机制缺失等,并提出突出顶层设计、加快体制机制创新和推行项目化模式管理等对策,以期进一步增强科技平台的科技支撑与服务能力。
The construction of scientific and technological platform is an important guarantee to enhance innovation and promote achievements of a research institution. The status and achievements of the construction of scientific and technological platform in JAAS were summarized in the paper based on analysis of the relationship between discipline development and platform construction. Existed problems were analyzed, such as imperfect of management and evaluation mechanism, failure of mechanism of resources integration and share, missing of platform operating funds supply mechanism, etc. Specific measures to strengthen technical support and service function of the platform were put forward, such as to emphasize top-level design, to accelerate institutional innovation, and to promote project management mode, etc.
