科研院所综合实力的竞争,归根结底是科研实力的竞争。行政管理工作是科研院所管理工作的一个重要组成部分,院所对行政管理人员的素质提出了很高的要求。文章主要分析了科研院所行政管理人员应具备的素质要求,提出应加强对科研院所行政管理人员人力资源培训,促进科研院所科技实力的提升。

The competition of research institutes in the final analysis is the competition of scientific research strength. Administrative work is an important part of the management of research institutes which proposed very high requirements for administrative staff quality. This paper analyzes the quality requirements should be possessed for administrative staff. It proposes research institutes should strengthen human resources training for administrative staff and promote the development of science and technology capacity.
