新时期广西民族乡人民调解面临的困境与破解对策——“广西民族乡法治状况研究”之二

THE PREDICAMENT OF THE PEOPLE'S MEDIATION AND ITS CONTERMEASURES IN ETHNIC TOWNSHIP OF GUANGXI IN THE NEW ERA: SERIES PAPERS Ⅱ OF STUDIES ON THE CONDITIONS OF RULING BY LAW IN MINORITY TOWNSHIP OF GUANGXI

尽管广西民族乡人民调解各项工作取得了新的发展成就,但基于民族乡多方面的特定原因,当前面临着诸多阻碍人民调解工作开展的现实困境。逐步推行人民调解的社会化和职业化,为人民调解经费的落实建立法律责任制度,进一步廓清山林权界以明晰权属,创新法制宣传教育方式,加大对人民调解员的综合培训,是破解当前民族乡人民调解所处困境的基本对策。

Although new development have been achieved in the works of people＇ s mediation of ethnic township of Guangxi, there exist many predicaments blocking the work of people＇ s mediation because of va- rious special elements related to ethnic townships. The basic strategies to resolve the current problems ari- sing from people＇ s mediation in ethnic township are to pursue socialization and professionalism of people＇ s mediation in ethnic township gradually, to build legal responsibility system for the implementation of funds of people＇ s mediation, to further clear - out boundaries of the entitlement of forest, to innovate the ways of legal education and legal publicity and to train mediators comprehensively.
