保持党群血肉联系的机理研究

党群关系是人类社会发展到一定历史阶段的产物,任何一个政党为了履行使命和职责,都有一个如何认识和处理与人民群众关系的问题。党群关系的联结有其内在的机理要求和运行规律,利益与情感是党群关系联结运行的最重要动因,也是最重要基础和关键因素。中国共产党与人民群众的党群关系联结具有坚实的基础,同时又极为广泛复杂,有其独特的内在运行机理要求,必须按领导与被领导、公仆与主人的关系联结机理来运行。领导与被领导的关系,就是指挥与服从、带领与跟随、核心与向心的相互依存关系;公仆与主人的关系,就是服务与被服务的关系。确保这种关系的有效运行,需要从思想认识上和实践行为中认真把握和严格遵循:要确保领导的科学性、有效性和权威性,确保人民群众自觉接受和拥护党的领导,公仆要真心实意地努力为主人服务,充分保障和体现人民群众的主人地位。党群关系问题对于政党的生存发展至关重要,特别对执政党来说,更是一个关键的核心问题。党群关系的状况,是衡量一个政党成熟程度、力量强弱的重要标志之一,也是决定一个政党生死存亡的关键因素之一。保持党与人民群众的血肉联系,需要我们遵循其内在的机理运行规律,始终保持关系联结运行的正确方向。

Party-masses relationship is the product of human society which has developed into a certain historical stage. With the purpose of fulfilling mandates and executing duties,any party has to face challenges about not only how to get insight into the public,but also how to handle the relationship with the masses of the people. There are internal mechanism requirements and operating rules in party-masses relationship building. Benefit and emotion of masses are both the most important incentives and the most important basis and the key factors. The relationship between the Communist Party of China and people has a solid foundation,but also extensive and complicated. This relationship has its own unique internal requirements of operation,and must be executed by the mechanism of building leading and being led,public servants and masters relationship. The relationship between leading and being led is the mutual dependence between directing and obeying,guiding and following,central and centripetal. The relationship between public servants and masters is serving and being served. To make sure this kind of relationship running effectively,we have to handle and follow the relationship in thought and practice with a serious and strict attitude. The scientificity validity and authority of the Party＇s leading should be guaranteed. Meanwhile,to make sure the masses are willing to accept and support the leadership of the Party,our servants should serve the public genuinely,defending and embodying their masters social position sufficiently. Party-masses relationship is crucial to the survival and development of a party,especially for the ruling party. The condition of this relationship is an important criterion for evaluating the maturity level and the strength of a party. It is a decisive factor of a party＇s surviving at the same time. To maintain a close relationship between the Communist Party of China and the masses,we need to obey the internal mechanism and operation rules of building this relationship,staying on course all the time.
